You will find these items along the way. Note: Armorshops, Weaponshops, Castles, Pubs and other important parts of townships are randomly scattered through the World of Tears. If you own that country, you also own that as well! The armor and weaponshops have randomly (from the beginning of the game) placed armor and weapons. So every township is different. Your opponents may own the shop with the best weapon!
